Remedial Works

Ballylynch Works 1
Ballylynch Works 2

The Town Council is committed to ensuring the upkeep and maintenance of its
existing housing stock. To this end over the past 5 years the Council has engaged in an extensive programme of planned maintenance and remedial works programmes. Some of the main projects carried out in this regard include the completion
of Central Heating Programme to Older Family type dwellings, the installation of heating, windows and doors to social houses in Ballylynch, the completion of a pilot scheme of 10 dwellings in Killonerry Close as part of Ballylynch Remedial Works. Extensive remedial and regeneration works works were also carried out at de Valera Place, Markievicz Terrace, Friary Heights, Mass Road, Kennedy Terrace and Collins Park. The regeneration of 20 houses at Marian Avenue commenced in 2009.
But by far the largest Remedial Works Scheme undertaken by Carrick on Suir Town Council is Phase 2 of the Ballylynch Remedial Scheme.

Phase 2 of the Ballylynch Remedial Scheme

In a period between 1979 and 1986 a total of 166 houses were constructed by Carrick-on-Suir UDC on lands located approximately 1.5 km north east of the town centre off the National Primary Route N24 to Waterford, to a design which was deemed innovative for its time - very high density, open-plan, and modelled on the Essex design model.  Very early on, the problems associated with the design became apparent to the Council with a proliferation of anti-social behaviour, particularly on unmanaged open spaces and rear lanes.  In the intervening years, regular meetings were held between successive Ballylynch Residents Associations and officials of the Town Council in an effort to find solutions to issues as they arose - issues associated with waste ground areas situated to the rear of the dwellings, requiring construction of walls and erection of gates to close off laneways and alleys, and provision of individual front boundary walls to promote a sense of place for the tenants.
In March 2011 the Council secured funding for remedial works to the Mountain View part of the estate. It is expected that the scheme will be finished in September 2012. The scheme includes the building of a new section of roadway, the upgrading of local authority houses and soft and hard landscaping of the estate.
